What digital MoFA legalization means
Traditionally, the last step of legalization was a stamp from the destination country’s embassy or consulate. A growing number of countries now complete that step through their Ministry of Foreign Affairs’ online system: you apply online, the documents are verified, and the attestation is issued through the ministry’s platform.
What hasn’t changed is everything before it. A U.S. document still has to be notarized or certified, certified by the state that issued it, and authenticated by the U.S. Department of State. The digital step only accepts documents that have already completed that chain.

What digital MoFA does not replace
- The U.S. chain. Notarization, state certification and U.S. Department of State authentication are still required.
- Your original document. The UAE requires the original for digital attestation, and other systems verify the authenticated original.
- Translation. Many offices still want an Arabic or Amharic translation. We can provide a certified translation.
- The recipient’s own rules. Some employers, universities and courts have extra requirements. Ask them what they need, and we’ll confirm the rest.
Avoid these common delays
- Details that don’t match your ID. The name and passport details in the application must match exactly.
- Unclear or extra scans. Ethiopia, for example, asks for only the U.S. Department of State authentication page and the document itself, clearly scanned.
- Skipping the State Department. Digital MoFA systems reject documents that haven’t been authenticated by the U.S. Department of State.
- Unrecognized schools. Qatar and the UAE check accreditation for degrees. We confirm your school qualifies before we start.

Which countries use digital MoFA legalization for U.S. documents?

Do I still need the U.S. Department of State?
Yes. Ethiopia and the UAE both require U.S. Department of State authentication before the online step. State documents also need state certification first.
Is my original document still needed?
Usually, yes. The UAE requires the original physical document for its digital attestation, and Ethiopia’s online application is built around your authenticated original. We handle the originals for you.
Do I need a UAE Pass or a Digital MoFA account?
The UAE’s digital attestation is applied for on the UAE Ministry of Foreign Affairs website, which uses a UAE Pass login, and Ethiopia’s runs through the Digital MoFA app. We guide you through the application so nothing is rejected for a mismatch.
How long does it take?
The U.S. steps take about 2 to 3 weeks with us. The online foreign ministry step is often faster than the old embassy counter, but timing varies, so we confirm it with your quote.
